He recommends that you cook the meat directly on the oven rack, but I think that might be just because roasting pans with racks aren't that common in the UK?

You don't get as much direct heat with a pan beneath it, if you do go with a pan underneath it  as I like to do using a cooling tray and baking pan then you should heat the bottom baking pan in the oven while the oven preheats and you prep the meat. that will help with the uneven temperatures.
