This is what happens when people who are not scientists think they can decide a priori what scientific research is meaningful and valuable. The whole concept of anonymous peer-reviewed funding is now apparently under what sounds like a rather expensive attack.

Some of the social sciences, not such a great investment.   I agree though, that doesn't mean the whole process is corrupt. 

If Congress wants to get rid of the social science research funding function of government, which presumably they established in the first place, I'm sure it's within their power to do so. But should they be spending our tax dollars having interns second-guessing grant proposals that are YEARS OLD?!?!?

No, that is not a good use of Congress' time.

Congress should either fund or de-fund the National Science Foundation itself, not micromanage it.
