States reviewing frequent lottery wins by ticket sellers - Quad-Cities Online: Nation; Gambler's fallacy as people believe that if they shop at the same store as a previous winning ticket, their odds of winning increase.
It's probably the latter: People flock to places that have sold winning tickets.
It seems like cheaters would be discovered easily.
