Where School Dollars Go to Waste

I am not a scientist but... I've heard that a dollar in Birmingham AL goes a bit further than a dollar in California or New York -- especially for large educational expenses like teacher salaries and real estate. So if these are unadjusted per-capita spending figures, they basically mean nothing. I would be interested to see how many parents in "wasteful" locales like the Bay Area, Seattle, and New York City would look at this data and conclude they need to rush their school-age kids to a more efficient school district in Grand Rapids, Mobile, or Philadelphia.
I don't understand this at all. They're saying there's a lot of waste in education costs?
