What is the essence of a perfect steak?

Tenderness and flavor.

I'd say that those rely 80% on source material and 20% on preparation technique.

Am I right?

That sounds right to me. 

It is difficult for a civilian to procure a prime aged cut of meat so you're more likely to enjoy a great steak at a fine restaurant.
