I think they've already well covered this. If you look at the average household income of the shoppers, they target different parts of the market, thus different business models. 31% of Costco shoppers have household incomes over $100k. I'll leave it as an exercise to the reader to find the percent for Walmart.
Right, it's apples and oranges.
It's like asking why Walmart doesn't pay as much as working for a jewelry store.
