So many people are incarcerated in poor neighborhoods that the taxpayer may in fact be paying over $1 MILLION PER BLOCK to keep citizens locked up -- often for non-violent crimes. Are these tax dollars well spent?

No. It is not money well spent. This system needs reforming.
