But after months of wrangling with consumer advocates, industry representatives now say the W3C is not an appropriate forum for them to work out policy details, arguing that the group’s expertise is more technical than practical.

We don't. What do you think is going to happen? 

I think Google has a powerful advantage here and though they might give some token concession, even that will take years and years.  Privacy advocates will have to push back a lot harder.
