Is it the highest 11-digit tweet id? Perhaps we'll never know. It's kind of hard to be certain because of transient 404 issues and gaps in the id sequence, but I believe this one is fairly high!

I think they may have skipped the ones higher than this value and proceed to higher digits (perhaps for scaling reasons). Currently, new tweets have 18 digits.

so...every tweet is like taking a ticket at the deli and that guy has the highest one with 11 digits rather than 18?
