Yes, there was a spike during those months of census hiring. However, he has still worked back to just about where he inherited the mess. The argument often over the unemployment is strange. In that CBO report, the government expects slow change with unemployment with things remaining as is, estimating that it will be 2016 before we reach 5%. The stimulus certainly did save a lot of people their jobs, but there are many reasons for such high job loss and continued unemployment. I think this is what you were referring to, 4k in new applications. The article also goes on to say that they expect the % to still drop since it seems like job growth is can handle it.
