Apparently he means that everyone thinks everyone else is doing it but nobody is doing it well.
Knowing the right questions to ask is the important part.
How can you know what questions to ask if you don't know what you don't know?
Designing a big data system is all about optimizing it for the questions you are going to ask. If you can self-optimize the indexing and keying at a lower level such that certain classes of questions come back fast, then that's just as good as anticipating a question.
So it's not about answering the questions. It's about questioning the answers!
