I feel like the smaller balloons would roll out harmlessly, unpopped, arming your soaked, enraged target.

I've tried that a couple times with no success and just fell back to plain old small, tightly filled ones.  It's kind of fun sometimes though to underfill them so they don't break as easily.

Yeah, in this case I have to believe that simpler is better.
