I guess this was originally a slide from the YC female founder's conference, helpfully annotated by @Shanley. To be fair, I believe the majority of YC's female founders are not engineers... so the underfunding is probably even worse than it appears!

Shanley later tweeted three points:

TWO, I don't give a fuck about VC conferences for women. I want to know how they are going to repair ingrained, decades-long, empirical bias.

THREE i need women in tech to stop accepting this shit and THANKING these fuckers. for what? Decades of systemic discrimination against you?

That woman has a way with words. And I agree with her in saying no.
