Would. Future tense ;). Would make it fit. Survival kit is no good if you don't have it when you need it: blizzard, hurricane, run out of gas, stranded, etc.

Yes. Also Prius or even a Nissan versa. The one photo in the article the guy is crouched next to the barrel. I was with my friend the other day and he owns a versa. There were not enough seats for all the people so I sat in the trunk space. If a versa can hold me, it can hold the barrel. If a versa can hold the barrel, then it can probably fit in any vehicle besides smart car or a convertible with limited trunk space.

I'd probably add a space blanket and some other goodies to round out the emergency kit.

Key to survival: dry + warm + food + water + map/plan back to safety.
