Sounds like the resevoir became tainted with human waste and an advisory was issued. There are some who are not taking it seriously. Like this person: "Bring out your dead."
Portland seems like a fun, self-effacing place to live.

Seems like the real losers here are restaurants, which have to boil ALL the water they use for a full minute. I can't even really imagine how they make ice for drinks...
