Someone who has actually read the book drops some knowledge. Actually Hayek -- like most "laissez faire" economists going back to Adam Smith -- believes that competition requires both regulation and safety nets.
It's like when he reads Ayn Rand for the positive philosophy but throws out the atheism.
As if to say those things can be decoupled.
