The article they linked to said the reason for the price drop was an oversupply of solar panels by PV cell manufacturers, not a drop in cost of manufacturing. The over supply was caused by a rush to buy solar panels by the chinese in the first quarter, and then sudden drop in demand. So maybe if you wanted to buy a solar panel, now would be a good time to get some quotes
