I suffered under this system a few jobs ago. Of course they didnt' tell us they used stack ranking; they simply did purges every 6mo. Only found out much later.
The stacked rank is one of the worst management theories of all time.
It encourages teams to keep around dead weight so they have someone to lay off later.
Bad.
