Giving correlates to strength of economy?

I guess it could mean strength of economy in relation to others, also a giving nature?  Guilt of having so much, so to repent for?  The index was based on 3 things, and the US was first in only one "Helping a Stranger".  We were 2nd in donating time.  12th in donating money.
