This is a long article about bicycle use around my alma mater, but the middle section -- about an after-school program to teach kids how to fix bicycles -- is the meat of it. By consistently showing up to study and then work, the kids can earn their own bicycle and eventually sell bikes.
This seems like a great program and I hope it can be replicated in other cities.
