In Colorado you aren't allowed to capture any water -- not even runoff from your own roof gutters -- because you're stealing from the people who have the groundwater licenses. Once they figure out who owns the fog, they'll do the same here.
Are water rights complicated in SF?Â
I figure whoever owns the water rights to the land under the fog also owns the water rights to the fog.Â
Does fog belong to the air or to the land? Â Is "belonging" defined by destination? Because when you capture rainwater you're diverting its path. But fog - where does fog go?
