It's about INCLUSION.

Include a positive outcome by saying "good luck":

Activating a positive superstitious belief can boost people's confidence, which in turn improves performance.

Do not include the END of a positive outcome by congratulating:

Thinking about the positive (a streak) automatically calls to mind its flip side (the streak’s end), which then takes mental priority and thus seems more likely.

INCLUDE what you want; don't what you don't.

Because the brain does not understand negation.
